It is said that people have their rights in democratic governance, but in practice due to red ribbon administration, the bureaucracy has become more powerful than the democracy. The right to information act was enacted as a result of people’s movement to assert the right to know the procedures, decisions and projects meant for themselves. The trust started the centre in 2006 to enable common man secure these rights.
